On behalf of our Tanzania based client, we are looking for a competent and experienced Logistics Project Control Leader.

MISSIONS / JOB DIMENSIONS
The job holder is responsible for bringing assistance to the Logistics Manager, after contract(s) award, in the organization, management and control of the LOGISTICS Package.
The job holder is responsible for all the activities relative to “services”, in particular, in the following domains: Budget and Cost Control, Scheduling and Progress Control, Reporting, Human resources and associated logistic, Methods and Organization, Documentation Control, IT.
The job holder reports hierarchically to the LOGISTICS Manager but shall also respect directives – as approved by Project - given by Project Control Manager (functional link). The job holder is also accountable for respecting H3SE rules and requirements and for ensuring their application within his scope of responsibility.
CONTEXT AND ENVIRONMENT
The EACOP project includes a 1445km 24in oil export pipeline, 8 above ground facilities, a green field marine terminal with an export jetty and a series of main line block valves and trace heating stations. 150km of feeder lines from Upstream facilities will tie-in to the EACOP project. The Pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in East African region. The project overall tonnage is estimated at 500,000t of material and equipment;
Behind the numerous technical (the longest electrically heat traced pipeline in the world), environmental and social challenges faced by the project, Government of Uganda and Government of Tanzania agreed to develop EACOP project in a fast track mode. The project is aiming at a Ready For Start-up (RFSU) schedule not later than 36 months after FID;
The context is complex with numerous stakeholders, environmental and societal / local content stakes, three partners, two involved countries new to oil development (Uganda and Tanzania), and the need for project development in accordance with IFC standards to secure the necessary financing;
In the current context of low oil price, the project needs to be developed with low CAPEX & OPEX to support the development economics and enable FID while maintaining the technical quality of the installations, with high H3SE requirements and focus.
KEY DUTIES AND RESPONSIBILITIES
To adopt and demonstrate an exemplary behaviour regarding HSSE, to implement and control HSSE rules and requirements within his area of responsibility.To develop and implement a MLC Control team organization using Company as well as contracted personnel and assist Logistics Manager in the implementation and organization of the whole Logistics teamTo co-ordinate the activities of the MLC Control team by informing, supporting and directing personnel in their Project roles, responsibilities and objectives.To implement Project procedures throughout the Logistics package and establish and maintain specific procedures as requiredTo liaise with Project Control Manager and team for the proper implementation of control rules and procedures and to apply Project Control directives, as approved/decided by ProjectIn coordination with C&P, to monitor and control MLC day to day contract activities and day to day contract administration (preparation and follow-up of scope changes, preparation and negotiation of Change Orders, reminder of obligations to Contractors.) up to contract close-out.To prepare / review the successive revisions of MLC Estimated Final Cost (multi-year budget) and participate to the development of yearly Work Programs and Budgets for Logistics package, monitor budget transfers, all in accordance with Project procedures.To coordinate the cost control activities in order to ensure a constant and close monitoring of MLC costs and expenditures, in accordance with Company Rules and Project procedures.To coordinate the planning and progress control activities (close monitoring of Contractors’ progress) in accordance with Company Rules and Project procedures.To ensure reporting (appropriate content and quality of information) within the timeframe required in relevant project proceduresTo maintain and implement Logistics mobilisation/demobilisation plan, request resources accordingly, liaise with Project HR team for finding candidates, participating to the selection of candidates, administrating and ensuring proper implementation of logistic rules for Human Resources.To manage the Documentation Control System for all Logistics activities, ensure proper implementation of documentation rules and procedures by Contractor and team, ensure the development and the delivery of a complete and good quality documentation to Operation teams.To manage IT needs for the Logistics team.To participate in all necessary meetings with Contractors (weekly progress meeting, monthly status meetings…).To report to Logistics Manager, highlighting achieved progress and areas of concern.To gather ‘lessons learnt’ and provide feedback to EACOP entities as requiredRequirementsMANDATORY REQUIREMENTS
QUALIFICATIONS AND EXPERIENCE REQUIRED
Professional Experience (years): 10/15 in Oil & Gas industry and major deep Offshore Projects / FieldsExperience in similar position (years): ± 5 in same or connected position.Level / Diploma: Engineer, or equivalentAbility to work under pressure and stressing conditions.Team spirit and adaptability to an international work context.Ability to work in a multi-cultural business environment.OTHER OBSERVATIONS
Build, manage and provide Project Control support and expertise for the development of Logistics Package establishing operating policies to mitigate the risks and achieve the best return on investment in a cost-effective manner while keeping timely delivery of the package.Provide guidance, consultation for EACOP Logistics Managers, provide input to strategic decisions, able to resolve escalated issues requiring coordination with other departments and project stakeholders.ADDED ADVANTAGE

MISSIONS / JOB DIMENSIONS
The service holder shall lead, facilitate, and interface with the Contractor and various EACOP teams, as required, for plant buildings construction supervision to buildings commissioning and handover.
The Delivery Package Manager is responsible for the overall delivery and coordination of a specific construction package, managing HSE performance, schedule, Construction performance.
The role requires hands-on leadership in remote field locations, with strong technical and managerial capabilities to drive the Contractor and Subcontractors toward safe and efficient execution. The incumbent will interface across disciplines to ensure timely and compliant delivery of piping, structural steel, and electrical & instrumentation (E&I) works.
CONTEXT AND ENVIRONMENT
EACOP project includes a 1,445km 24” oil export pipeline, 8 above ground facilities, a green filed marine terminal with an export jetty and a serie of 60 main line block valves and +20 trace heating stations. 150km of feeder lines from Upstream facilities will tie-in to the EACOP project. The project contracting strategy entails 8 main packages to be executed through 15 different main Contracts. An EPcmC Contractor is in charge of Detailed Engineering (except for most of the buildings)and Procurement. EACOP direct personnel, including partners secondees will be more that 600 at peak periods during the execution phase of the project and up to 8,000 to 10,000 personnel, when including Contractors, expected to be mobilized across the various sites for construction activities. The pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in the East African region.

KEY DUTIES AND RESPONSIBILITIES
ACTIVITIES
· Enforcing safety regulations and promoting a safe working environment.
· Lead the end-to-end execution of assigned construction package, ensuring compliance with project objectives, standards, and regulatory requirements.
· Oversee daily construction activities and interface with the Construction Management Team, Engineering, and Quality teams.
· Coordinate and manage the activities of Chinese EPC Contractors, ensuring adherence to scope, specifications, and timelines.
· Developing schedules, budgets, and resource allocation plans.
· Addressing and resolving any issues that arise during the construction process.
· Maintaining clear communication with project stakeholders, including contractors, owners, and other team members.
· Monitor contractor performance, ensuring workforce planning, productivity, and logistics are effectively managed in a remote and logistically challenging environment.
· Ensure strict compliance with HSE procedures and quality standards.
· Drive the implementation of weekly and monthly planning with a strong focus on achieving key milestones.
· Proactively identify and resolve technical and execution issues related to piping, structural steel, and E&I works.
· Lead interface management across disciplines and packages (civil, mechanical, electrical).
· Ensure all works are documented and tracked in accordance with project controls and reporting systems.
· Support in contract administration tasks, including change management, variation review, and claims support as needed.
· Liaise with logistics, procurement, and camp services to ensure efficient execution in remote site conditions.
· Carry out any other duties or tasks that may be required by the position.
· Project or Package Engineers oversee all hands-on aspects and the tangible outcome of a construction project. They guide site workers and solve on-site problems and document and record project progress.
RequirementsMANDATORY REQUIREMENTS
QUALIFICATIONS AND EXPERIENCE REQUIRED
University Degree, or equivalent, in related field or applicable discipline or in a recognized Engineering/building discipline,Mastery of project specified building codes (notably BS and EN), standards and oil & gas industry practices,In depth knowledge of Building systems, finishes and materials and performance in the region. Deep understanding and mastery of technical trades, including complex instrumented systems (like security systems, fire detection and protection, HVAC networks),Proven track record in managing large EPC scopes involving Chinese contractors is a strong requirement.Technical expertise in piping, structural steel, and electrical & instrumentation construction.Experience in oil & gas projects, preferably in pipeline, terminal, or process plant construction.Proven records of 20+ years’ design and construction experiences. 15 years of experiences with Plant/Technical Buildings design/construction,Ability to work in a multi-cultural business environment,Good interpersonal and communication skills,Can deal with pressing deadlines,Previous experience with Chinese contractor is considered an asset.Willingness to be based in a remote area on a rotation or full-time basis.ADDED ADVANTAGE:
