As a Junior Software, you will join our Network Operations Center (NOC) team. In this role, you will assist in developing, maintaining, and troubleshooting software applications related to biometric and immigration systems, including Automated Biometric Identification Systems (ABIS). You will work in a shift-based environment, ensuring system stability, performance, and security while collaborating with senior developers and operations teams. The ideal candidate is proficient in popular programming languages, has a strong problem-solving mindset, and is eager to grow in a fast-paced, mission-critical environment.Responsibilities   Develop, test, and maintain software applications for immigration and biometric systems.  Assist in troubleshooting and resolving technical issues in production environments.  Monitor system performance, logs, and alerts as part of the NOC shift rotation.Work with ABIS (Automated Biometric Identification Systems) and related technologies.  Collaborate with cross-functional teams to implement bug fixes, patches, and updates.  Follow security and compliance best practices in software development.  Document code, processes, and incident reports.  Participate in on-call rotations for urgent system support.RequirementsKnowledge and Experience Bachelor’s degree in Computer Science, Software Engineering, or related field (or equivalent experience).Programming Skills: Proficiency in one or more of the following:  Java, Python, C#, JavaScript (Node.js), or C++  Familiarity with SQL/NoSQL databases  Basic understanding of REST APIs, microservices, and cloud platforms (AWS/Azure)Experience with ABIS or biometric systems is a strong plus.  Knowledge of Linux/Windows server environments.  Ability to work in 24/7 shifts (including nights/weekends) as part of the NOC team.  Strong problem-solving, debugging, and analytical skills.  Good communication skills and ability to work in a team.  Fluency in both English and Kiswahili (spoken and written).  Previous experience in the aviation industry is a plus.  Tanzanian nationals only.

CDM Smith seeks professionals with a diverse range of skills and experiences to join our dynamic team for a consultancy assignment in Tanzania. The Msimbazi Basin Development Project, implemented by the government of Tanzania, aims to enhance flood resilience and integrated urban development in the economically significant and flood-prone Msimbazi river basin in Dar es Salaam. The project involves resettlement assistance for over 2,000 households, re-contouring the lower basin to increase hydraulic capacity, and creating flood detention plains for safer land use. Additionally, the project will relocate the existing BRT depot and raise and widen the Jangwani Bridge to reduce traffic interruptions. Various interventions such as reforestation, greening, riverbank protection, solid waste management, sediment traps, and river maintenance will be implemented for the sustainability of these investments.
The consultancy services required for this proposed project include designing modeling tools and monitoring protocols, implementing these tools, and providing technical analysis to support major construction activities. The consultant will also facilitate stakeholder dialogue and draft an Integrated Watershed Management Plan.

Requirements:
- Bachelor's degree in Law, Public Administration, Political Science, Sociology, Anthropology, Development Studies, or a related field.
- At least 10 years of relevant experience in institutional development, legal advisory, stakeholder engagement, or social safeguards.
- Demonstrated experience in:
- Institutional capacity assessments or reform planning
- Legal and regulatory analysis, especially in environmental or infrastructure sectors
- Stakeholder consultation and participatory planning
- Social impact assessments and resettlement planning
- Familiarity with international standards and frameworks (e.g., World Bank ESS, IFC Performance Standards, UNDRIP).
- Strong interpersonal, facilitation, and communication skills.
- Proficiency in English (spoken and written); Knowledge of Swahili is an added advantage.
- Strong analytical and communication skills
**Preferred Qualifications:**
- Master's degree or higher in a relevant discipline.
- Proven experience on donor-funded or international development projects.
- Experience working with government institutions, civil society organizations, or multilateral agencies.
- Knowledge of grievance redress mechanisms, gender and inclusion strategies, or institutional strengthening programs.
- Experience leading multidisciplinary teams or managing institutional/legal/social components of complex projects.
- Familiarity with digital tools for stakeholder engagement or legal documentation.
