**The Opportunity**
As the **Vector Control Manager** for PMI Evolve Tanzania you will provide technical, organizational, and logistics management for the PMI Evolve Project's integrated vector control operations, with a primary focus on insecticide-treated net (ITN) operational support and distribution through the 2026 Targeted Mass Replacement Campaign (TMC) and School Net Program (SNP).
**Project Description**
The U.S. President's Malaria Initiative (PMI) Evolve Project, awarded to Abt Global in December 2022, supports national malaria programs with the planning, implementation, and monitoring of vector control interventions, including insecticide-treated nets (ITNs), indoor residual spraying (IRS), and essential entomological monitoring required to make vector control decisions. PMI Evolve Tanzania will assist the NMCP and partners to support the 2026 ITN targeted mass replacement campaign and continuous distribution through the School Net Program (SNP), ANC and EPI in select high-burden regions.
**Core Responsibilities**
+ Lead the co-design and co-implementation of PMI-funded malaria vector control activities in country in close coordination with national government, district, regional and community members to ensure that the project's TMC and SNP strategies are well-integrated, timely, and cost-effective.
+ Directly supervise and mentor regional coordinators and ITN distribution staff, working closely with the project's MEL Manager for strong performance monitoring.
+ Manage the overall planning and implementation of all ITNs activities, including:
+ Development of plans for TMC and SNP, including quantification of nets, logistics planning, supervision, waste management, and scheduling of campaign and school distributions
+ Leading household registration and school enrollment verification exerciseshousehold registration and school enrollment verification exercises
+ Organizing micro-planning meetings with NMCP, regional and district health management teams, targeted regions, and other local stakeholders
+ Quantifying ITNs, personnel, transportation needs, and all other supplies for distributions
+ Organizing planning meetings, community mobilization, and technical trainings
+ Leading all ITN field activities and updating the PMI Evolve Global Support Team
+ Coordinating with project M&E staff to design and manage robust ITN monitoring activities
+ Overseeing the management of warehouses, supply chain, and stores for ITNs
+ Ensuring adherence to US government best management practices for ITNs
+ Coordinating closely with Ugavi Bora (GHSC-PSM) and other supply chain partners to ensure ITNs are distributed according to national allocation and security requirements.
+ Overseeing logistics for all project activities, including mass ITN distributions, and other events such as trainings, workshops, and meetings, etc
+ Ensuring that all the project's stock management records are up-to-date and accurate
+ Overseeing information, education, and communication (IEC) activities, community mobilization, and troubleshooting for all ITNs activities
+ Coordinating the development of planning documents, tools, and materials to support the implementation of ITN distribution campaigns
+ Managing operational support to strengthen ITN continuous distribution
+ Achieving ITNs related Monitoring & Evaluation indicators of the project
+ Documenting the entire campaign process with milestones and lessons learned
+ Implementing an appropriate strategy to monitor and report on the distribution and hang-up of the ITNs
+ Preparing periodic activity reports, as needed
+ Overseeing the subcontractor performing entomological surveillance, ensuring deliverables are on-time and of high-quality
+ Support insecticide resistance (IR) monitoring by coordinating with the subcontracted entomology partner to ensure high-quality data collection and timely reporting.
+ Any other duties as assigned.
**What We Value**
+ Bachelor's Degree + 12 years of relevant experience, or master's degree +10 years of relevant experience, or PhD+ 8 years of relevant experience
+ Master's degree in public health, Business Administration, or other relevant field.
+ At least 7 years of professional experience managing project operations for an international development or global health project, with significant experience in malaria vector control programs.
+ Demonstrated experience managing ITN mass replacement campaigns and/or school-based distributions, or other vector control campaigns.
+ At least four (4) years working in close partnership with government stakeholders, local community leaders, and partner organizations with an emphasis on capacity strengthening and skills transfer.
+ Significant experience in the logistics and management of public health commodities.
+ Experience with integrated campaign microplanning and household registration preferred
+ Significant management and supervisory experience.
+ Prior experience at US government-supported projects, and basic knowledge of Federal and AID Acquisition Regulations (FARs and AIDARs), are highly desirable.
+ Excellent writing, computer, and organizational skills.
+ Fluency in designing and deploying digital tools is highly desirable.
+ English language fluency; Swahili strongly preferred.

From time to time SE will be representing Distribution Manager to connect with Distributor. **Distributor Health and Profitability** - They are responsible for growing their distributor by being a logistic provider to a strategic partner with SBL. Measures shall be distributor operation are improving in quality in terms of ordering, receiving and distribution of stock, efficient in secondary distribution in terms of trucks, routes and staff capability, and automation of distributor operations. He will be working with Distributor Manager to make sure the distributor remain profitable throughout. He will also make sure SBL operates in an efficient way with distributor on making sure our investments with distributor have a healthy return on investment. They will be responsible on highlighting red flags whenever distributor operations and performance are jeopardizing SBL objectives.

KEY DUTIES AND RESPONSIBILITIES
Environmental Studies
· Ensure that additional environmental studies, such as ESIAs, ESIA variations, ESMP updates and pre-construction studies, are completed to Project standards, International Best Practices and Tanzanian regulations.
· Ensure that all environmental studies required and recommended are performed to fully consider and understand the potential effects associated with this project.
· Develop scope of works for the required environmental studies to obtain the approvals
· Liaise with other departments (i.e., land and social, regulatory compliance, engineering, field operations, construction) to ensure information required for studies is provided in a coordinated manner.
· Lead internal environmental studies to understand impact of activities (i.e., water use, road construction, etc.) and advise if further studies are required.
· Ensure contractors developing and implementing ESIAs and other studies comply with conditions.
· Ensure delivery of assigned environmental studies on time and budget.
Reporting:
· Participate in the development, compilation and review of annual reports to external stakeholders (NEMC, regulations, stakeholders, etc)
· Participate in review of Contractor documents that outline how their environmental responsibilities are defined, communicated and met. Review plans and advise if they meet regulatory and project commitments. Provide feedback for improvement of plans.
· Develop, issue, update and/or review Environmental and Social Management plans and guidelines for activities.
· Develop and assist in the preparation of responses to external parties regarding environmental performance and assessment.
Environmental Regulatory Guidance
· Provide specialist advice on environmental matters for impact assessments and management plans and guidance in order that the company can demonstrate sound environment management, ensure legal compliance and minimize the potential for litigation or damage to the company's reputation.
· Keep up to date with new environmental regulations and assess their impact on EAOCP activities Identify unanticipated negative impacts and communicate these to management.
· Participate in the review and analysis of environmental baseline data, monitoring data, incidents, etc. and review against Environmental Optimum Requirements
· Support the acquisition of relevant environmental permits, certificates and licenses as required by the project.
Field based work:
· Participate in environmental audits of construction activities (at minimum 1x/quarter); review compliance against ESMP and suggest mitigations for areas of improvement

Stakeholder Engagement and Environment Culture
· Prepare and participate in presentations to internal and external stakeholders.

· Lead World Environment Day (WED) activities for the Dar es Salaam office. Coordinate with EACOP-Uganda and Site-based WED activities.
ACCOUNTABILITIES
· Represent EACOP TZ on environmental matters with external bodies as assigned, establish and maintain good coordination with Tanzanian environmental authorities.

MISSIONS / JOB DIMENSIONS
The job holder is responsible for bringing assistance to the Logistics Manager, after contract(s) award, in the organization, management and control of the LOGISTICS Package.
The job holder is responsible for all the activities relative to “services”, in particular, in the following domains: Budget and Cost Control, Scheduling and Progress Control, Reporting, Human resources and associated logistic, Methods and Organization, Documentation Control, IT.
The job holder reports hierarchically to the LOGISTICS Manager but shall also respect directives – as approved by Project - given by Project Control Manager (functional link). The job holder is also accountable for respecting H3SE rules and requirements and for ensuring their application within his scope of responsibility.
CONTEXT AND ENVIRONMENT
The EACOP project includes a 1445km 24in oil export pipeline, 8 above ground facilities, a green field marine terminal with an export jetty and a series of main line block valves and trace heating stations. 150km of feeder lines from Upstream facilities will tie-in to the EACOP project. The Pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in East African region. The project overall tonnage is estimated at 500,000t of material and equipment;
Behind the numerous technical (the longest electrically heat traced pipeline in the world), environmental and social challenges faced by the project, Government of Uganda and Government of Tanzania agreed to develop EACOP project in a fast track mode. The project is aiming at a Ready For Start-up (RFSU) schedule not later than 36 months after FID;
The context is complex with numerous stakeholders, environmental and societal / local content stakes, three partners, two involved countries new to oil development (Uganda and Tanzania), and the need for project development in accordance with IFC standards to secure the necessary financing;
In the current context of low oil price, the project needs to be developed with low CAPEX & OPEX to support the development economics and enable FID while maintaining the technical quality of the installations, with high H3SE requirements and focus.
KEY DUTIES AND RESPONSIBILITIES

MISSIONS / JOB DIMENSIONS
The service holder shall lead, facilitate, and interface with the Contractor and various EACOP teams, as required, for plant buildings construction supervision to buildings commissioning and handover.
The Delivery Package Manager is responsible for the overall delivery and coordination of a specific construction package, managing HSE performance, schedule, Construction performance.
The role requires hands-on leadership in remote field locations, with strong technical and managerial capabilities to drive the Contractor and Subcontractors toward safe and efficient execution. The incumbent will interface across disciplines to ensure timely and compliant delivery of piping, structural steel, and electrical & instrumentation (E&I) works.
CONTEXT AND ENVIRONMENT
EACOP project includes a 1,445km 24” oil export pipeline, 8 above ground facilities, a green filed marine terminal with an export jetty and a serie of 60 main line block valves and +20 trace heating stations. 150km of feeder lines from Upstream facilities will tie-in to the EACOP project. The project contracting strategy entails 8 main packages to be executed through 15 different main Contracts. An EPcmC Contractor is in charge of Detailed Engineering (except for most of the buildings)and Procurement. EACOP direct personnel, including partners secondees will be more that 600 at peak periods during the execution phase of the project and up to 8,000 to 10,000 personnel, when including Contractors, expected to be mobilized across the various sites for construction activities. The pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in the East African region.
The context is complex with numerous stakeholders, environmental and societal / local content stakes, three partners, two involved countries new to oil development (Uganda and Tanzania), and the need for project development in accordance with IFC standards to secure the necessary financing.
KEY DUTIES AND RESPONSIBILITIES
ACTIVITIES
· Enforcing safety regulations and promoting a safe working environment.
· Lead the end-to-end execution of assigned construction package, ensuring compliance with project objectives, standards, and regulatory requirements.
· Oversee daily construction activities and interface with the Construction Management Team, Engineering, and Quality teams.
· Coordinate and manage the activities of Chinese EPC Contractors, ensuring adherence to scope, specifications, and timelines.
· Developing schedules, budgets, and resource allocation plans.
· Addressing and resolving any issues that arise during the construction process.
· Maintaining clear communication with project stakeholders, including contractors, owners, and other team members.
· Monitor contractor performance, ensuring workforce planning, productivity, and logistics are effectively managed in a remote and logistically challenging environment.
· Ensure strict compliance with HSE procedures and quality standards.
· Drive the implementation of weekly and monthly planning with a strong focus on achieving key milestones.
· Proactively identify and resolve technical and execution issues related to piping, structural steel, and E&I works.
· Lead interface management across disciplines and packages (civil, mechanical, electrical).
· Ensure all works are documented and tracked in accordance with project controls and reporting systems.
· Support in contract administration tasks, including change management, variation review, and claims support as needed.
· Liaise with logistics, procurement, and camp services to ensure efficient execution in remote site conditions.
· Carry out any other duties or tasks that may be required by the position.
· Project or Package Engineers oversee all hands-on aspects and the tangible outcome of a construction project. They guide site workers and solve on-site problems and document and record project progress.
RequirementsMANDATORY REQUIREMENTS
QUALIFICATIONS AND EXPERIENCE REQUIRED
University Degree, or equivalent, in related field or applicable discipline or in a recognized Engineering/building discipline,Mastery of project specified building codes (notably BS and EN), standards and oil & gas industry practices,In depth knowledge of Building systems, finishes and materials and performance in the region. Deep understanding and mastery of technical trades, including complex instrumented systems (like security systems, fire detection and protection, HVAC networks),Proven track record in managing large EPC scopes involving Chinese contractors is a strong requirement.Technical expertise in piping, structural steel, and electrical & instrumentation construction.Experience in oil & gas projects, preferably in pipeline, terminal, or process plant construction.Proven records of 20+ years’ design and construction experiences. 15 years of experiences with Plant/Technical Buildings design/construction,Ability to work in a multi-cultural business environment,Good interpersonal and communication skills,Can deal with pressing deadlines,Previous experience with Chinese contractor is considered an asset.Willingness to be based in a remote area on a rotation or full-time basis.ADDED ADVANTAGE:
